The Financial Services Authority has successfully launched the National Health Insurance Platform “Dhamani” as of January 1, 2025. The platform connects all insurance companies and private healthcare institutions to electronically process all health insurance transactions, approvals, and claims. Additionally, it regulates the relationship between healthcare providers, insurance companies, and the insured individuals, ensuring governance to protect the involved parties. The platform also enables regulatory bodies to monitor operations and intervene to resolve disputes that may arise among the stakeholders. Moreover, it allows for access to aggregated data and statistics related to the health insurance sector.
The primary purpose of the Dhamani platform is to enhance the efficiency, transparency, and accuracy of healthcare data exchange between healthcare providers, payers, Third Party Administrators, and the regulator (FSA).
Dhamani is designed to transform the healthcare landscape by fostering collaboration, reducing inefficiencies, and ensuring smooth operation of insurance and claims systems.

To empower the health insurance ecosystem in the Sultanate of Oman through a unified and secure digital platform that facilitates data and transaction exchange between healthcare providers and insurance institutions. It aims to accelerate the health insurance claims revenue cycle, ensure transparency among stakeholders, and guarantee compliance with legal and regulatory frameworks instantly through innovative digital solutions and smart oversight tools — thus enhancing protection of health insurance policyholders’ rights and aligning with the digital transformation objectives of Oman Vision 2040.
Dhamani was created to improve communication between healthcare providers, insurers, and regulators, focusing on simplifying processes like eligibility checks, preauthorization, and claims management.
October 1, 2024: The platform was officially launched, starting with 28 private hospitals, all insurance companies, and Third Party Administrators.
It processed nearly half a million transactions within the first two months, proving its effectiveness.
2024-2025: Dhamani is expanding to include private clinics and polyclinics, making the platform accessible to more healthcare providers.
Additional training and automation features were introduced to ensure smooth adoption.
2025: Based on user feedback, Dhamani added new features like automated claim attachments and better dashboards for easier tracking and analytics. Further, in the coming months new products will be introduced like an E-Referrals system in which standalone pharmacies and diagnostic centers will be integrated and linked with the platform for better delivery of services and customer satisfaction.
2026 and Beyond: Dhamani aims to connect all healthcare facilities in Oman, use advanced technologies like AI and blockchain, and become a global model for healthcare data management.
