The Governance Committee for Employment in the sectors regulated by the Financial Services Authority (FSA) held its first meeting for 2026 chaired by His Excellency Sheikh Abdullah bin Salem Al Salmi, Executive President of the FSA, to discuss a range of topics related to developing the employment ecosystem and enhancing the alignment of employment outcomes with labor market needs in the financial and insurance sectors.
During the meeting, the initiative for laboratories of the sectors supervised by the FSA was approved. The committee reviewed the outcomes of the brainstorming workshop conducted with specialists and general directors, noting that these laboratories will be implemented during October and November 2026 with the aim of developing innovative employment initiatives that support the needs of the sectors.
The meeting also reviewed the implementation status of the recommendations from the previous meeting, which included restructuring the committee in line with the updates received from the relevant entities, in addition to following up on the outcomes of the employees data survey initiative in the sectors regulated by the FSA. The initiative aims to provide accurate data on the workforce and companies’ future needs, thereby supporting employment decisions and the issuance of work permits.
The committee further discussed coordination efforts with the Ministry of Labour and the National Employment Programme regarding the alignment of job titles among the relevant entities, as well as organizing procedures related to work permits in line with survey results, in a manner that enhances the priority of employing qualified national talent.
Within the framework of training and employment initiatives, the committee reviewed the “Jisr” training and employment initiative, which commenced on April 12, 2026. The initiative aims to qualify national talent and directly link them to employment opportunities in insurance companies. Twenty trainees have joined the programme, and their performance continues to be evaluated throughout the training phases in preparation for their employment upon completion of the programme in July 2026.
The meeting also discussed the initiative for implementing Omanization plans in the regulated sectors. The initiative aims to increase Omanization ratios in accordance with plans approved by licensed companies, with periodic monitoring of implementation indicators in coordination with the Ministry of Labour, ensuring alignment between employment plans and market needs.
The meeting reviewed the evaluation framework for sector employment governance committees, as well as updates on the national employment platform “Tawteen.” A presentation was delivered on employment performance indicators and improvements in employment rates since 2023, while emphasizing the importance of continuing to develop initiatives that support the labor market.
The meeting concluded by emphasizing the importance of strengthening integration among relevant entities and developing qualitative initiatives that contribute to enhancing the efficiency of national talent and supporting sustainable employment in the sectors supervised by the FSA.
